Five rules from the program's verified record
  • Three-numbers discipline: FDI inflow ≠ committed investment ≠ disbursed incentive. Never let a pitch conflate them.
  • Verify on portals, not pages: six ministry scheme pages were provably stale in the 20-Jul-2026 sweep, two ministry domains are dead, one scheme list doesn't render. The E-DRIVE "closure" that was actually an extension is the standing example.
  • Underwrite output-linked incentives slowly: ~15% of PLI outlay disbursed in five years — with grade-A exceptions (Pharma, Electronics). Where instruments pay on investment (capex/VGF/parks/credit), cash arrives with the build.
  • Attrition precedents are real: 14 of 58 steel projects withdrew; White Goods slid 85→80 beneficiaries unexplained; an ACC awardee vanished; Drones PLI expired without a successor.
  • The state layer changes the math: states top up central capex schemes 40–50% in semiconductor cases; hub choice (Gujarat's 178% intent→implementation conversion, EC-pipeline depth as the forward indicator) materially changes both the package and the probability of completion.
