India Trade — Sector & Policy Recommendations · Scheme Registry

Every scheme's launch, window, applicants — and how the closed ones closed

One registry for the incentive schemes this program tracks: launch date with its Cabinet PRID, the incentive window (start → end), applicant and beneficiary counts only where a release or Parliament answer states them, and the closure record. Of the 14 PLI-family schemes: one completed its tenure and was succeeded (LSEM → MPMS), one expired with no successor (Drones), one is stalled at zero disbursal with a vanished awardee (ACC), and one lost 24% of its projects to withdrawal (Specialty Steel).

SOURCES: launch dates + PRIDs from data/pib_index.sqlite (Cabinet register 2020–2026); windows from scheme guidelines as stated in PIB/ministry releases; applicant counts from PIB releases and Lok/Rajya Sabha answers only — "not published" is recorded where no official count exists. Retrieved 2026-07-19.

Aggregate applicant reporting: 836 approved applications across the PLI programme as of 31 Dec 2025 (PRID 2230621) — but only about half the schemes have ever had per-scheme counts published in a release or Parliament answer, and Bulk Drugs / Solar / ACC have zero beneficiary names in any PIB release. "Not published" is recorded in this registry deliberately: the absence is data, and AHIDF's nightly application funnel remains the proof that per-applicant transparency is a choice.
Closures & transitions
How schemes have actually ended (or un-ended)
31 Mar 2023
ECLGS sunset — the COVID credit line lapsed… then was revived three years later as ECLGS 5.0 (5 May 2026, PRID 2258114). A closure that un-closed.
17 May 2023
IT Hardware 1.0 replaced by 2.0 — ₹7,350cr design superseded by ₹17,000cr within 27 months. The quietest closure in the family.
31 Mar 2024
PLI Drones expired — the first PLI to complete its window and simply end, no successor. Sector turnover rose ~7× during it. Same day: FAME-II ended, succeeded by PM E-DRIVE (Sep 2024).
22 Mar 2025
Specialty Steel attrition disclosed — 14 of 58 Round-1 projects withdrew (one line in PRID 2114011, absent from the ministry's own pages); Round 1.2 re-opened with MoUs 9 Feb 2026.
2024–2026
ACC's shrinking bench — Hyundai Global Motors (20 GWh) vanished from every current DHI document; 10 GWh re-tendered under GSSS; zero disbursal five years post-launch. White Goods slid 85 → 84 → 80 beneficiaries with no explanatory release.
31 Mar 2026
LSEM tenure closed — the first PLI to complete a full five-year tenure. Successor MPMS approved 15 Jul 2026 in the same Cabinet as Semicon 2.0 — both continuations of committed lanes, not new production-linked lanes. Same day: IFLDP's ₹1,700cr window sunset (NSWS carries the formal application-portal closure notice). CORRECTION (20 Jul 2026): this registry's first edition recorded PM E-DRIVE as ending this day; the live scheme portal shows it was extended segment-wise — e-2W to 31 Jul 2026, e-rickshaws/carts to 31 Mar 2028, with only the L5 segment closed (26 Dec 2025).
FY2025-26
NMEO-Oil Palm reaches its scheduled end; NMEO-Oilseeds (₹10,103cr) carries the edible-oil mandate to 2030-31. Modified UDAN (25 Mar 2026) relaunches regional connectivity for FY27–FY36.
Next to watch
Food Processing's window closes FY2026-27 with no successor announced — the registry's next scheduled ending. Telecom PLI enters its optional final year.
Registry readings
  • Scheme endings are now observable, not hypothetical: one tenure completed (LSEM), one expiry without successor (Drones), one demand-side scheme ended on schedule (E-DRIVE) — end-date discipline exists, which makes the successor decision (or its absence) the real policy signal.
  • Attrition is disclosed only under duress: steel's withdrawals surfaced in one PIB sentence; White Goods' shrinkage and ACC's lost awardee were found by comparing documents, not by any announcement.
  • Applicant transparency is bimodal — Parliament-answer schemes report counts (MedDev 28/7), the rest report nothing. There is no middle tier.
  • Successions confirm the five-year instrument trend: both 15 Jul 2026 successors (MPMS, Semicon 2.0) continue committed lanes rather than opening new production-linked ones.
