Every company-facing incentive policy, ministry by ministry — verified on the government's own websites

Six parallel agents swept 16 ministries' websites, CMS APIs and scheme portals (plus the NSWS gateway) and verified ~100 company-facing incentive policies: what companies actually get, which application windows are open right now, which schemes have closed, and — repeatedly the sharpest finding — where the ministry's own page contradicts reality. One correction already applied to the scheme registry from this sweep (PM E-DRIVE: extended, not ended).

  • The ministry web estate has gone headless — and partly dark. MeitY, DoT and DPIIT render nothing to a plain fetch; their real content sits in public WordPress JSON APIs (site.gov.in/cms/wp-json/…). Meanwhile fert.nic.in and texmin.nic.in are DNS-dead, mines.gov.in is unreachable, and msme.gov.in's scheme list never renders even in a browser — for 4 of 16 ministries the official web estate cannot answer "what schemes do you run".
  • Open windows cluster in capex/cluster/credit schemes, not PLI: UNNATI (to 30-Sep-2026), Coal Gasification 2026 Round-1, DoP's API-CF + SMDI calls (Jun–Jul 2026), MoFPI EoIs, Steel R&D, AHIDF/NLM loan portals, ECMS (extended), ALMM enlistment. Nearly every PLI window is closed — the live money matches the five-year instrument migration.
  • Scheme pages lie by staleness: the ACC page still shows the pre-re-tender world; steel's PLI page is frozen at Mar-2025 under a fresh "Last updated July 17, 2026" stamp; FAME-II reads present-tense two years after closing; MNRE's PLI page predates its own zero-disbursal answer; MoPNG still targets "20% by 2030". Cabinet releases + live portals beat ministry pages.
  • NSWS (32 ministries, 34 states live) is the best cross-ministry surface for application-window truth — it carried the only formal IFLDP closure notice found anywhere, plus the full ₹1,700cr sub-scheme rates — but its catalog is six curated gateways, not a registry.

Registry correction from this sweep (2026-07-20): PM E-DRIVE was recorded as ended 31 Mar 2026 in the scheme registry's first edition; the live portal shows segment-wise extension — e-2W to 31 Jul 2026, e-rickshaws/carts to 31 Mar 2028, only L5 closed (26 Dec 2025). The registry has been revised with the correction displayed.
