Read the counts with care — a proposal is not a project. Only 49% of these EC proposals are fresh new projects. The rest are activity on land that already holds a clearance: 22% are re-appraisals (mostly minor-mineral mining leases expiring and re-cleared on the same plots), plus transfers of EC to new owners, expansions of existing plants, and amendments. How 113,970 EC proposals move from filing to grant on PARIVESH 2.0 (2022–2026). A current-state snapshot: each proposal shows its latest status, so proposals counted as "granted" have already passed through the ToR and appraisal stages.
