Read the counts with care — a proposal is not a project. Only 49% of these EC proposals are fresh new projects. The rest are activity on land that already holds a clearance: 22% are re-appraisals (mostly minor-mineral mining leases expiring and re-cleared on the same plots), plus transfers of EC to new owners, expansions of existing plants, and amendments.
