Beyond PLI: state incentives and emergent state hubs for the 5 FDI-priority sectors
Central PLI schemes are only half the incentive picture. This bulletin maps state-level incentive policies — capital subsidies, SGST reimbursement, land/power/stamp-duty concessions — layered on top of central schemes for the same 5 sectors as the FDI pitch deck, and identifies which specific states are emerging as recognized manufacturing hubs, with the evidence behind each claim.

This bulletin doesn't re-verify every central PLI figure — those are already established in this repo's Sector & Policy Recommendations bulletin. This one is additive: state-level incentives and hub identification only.
Not every claim carries equal confidence. Two state policies (Andhra Pradesh Electronics Manufacturing Policy 4.0, Tamil Nadu Electronics Hardware Manufacturing Policy 2020) were verified by direct primary-PDF text extraction — the highest confidence tier. Most others rest on official government portals or PIB releases. A minority rest only on secondary/business-press corroboration because the primary PDF was image-based, blocked (HTTP 403), or unreadable — these are named explicitly in each sector's flags, not silently treated as equally solid.
"Emergent hub" here means evidence of real, named capital investment or an official cluster/park designation — not just the existence of an incentive policy. A state can have a well-funded incentive scheme with no landed investment yet (flagged per-sector where this applies), which is a different claim from being a hub today.
State policy terms change frequently and several are mid-transition as of this writing (e.g. Gujarat's EV policy lapsed June 2025 with no notified successor; Maharashtra's dedicated pharma/biotech policy was announced Feb 2026 but not yet published). Treat every specific percentage/cap here as a snapshot, not a permanent fact — always check the linked/named source for the current version before acting on it.
