"Leads in imports/exports" reflects current trade flows (TRADESTAT, FY2025-26) — a different concept from "key FDI-target countries," which is who this repo's country-strategy research recommends courting for investment. The two lists often don't overlap (e.g. Electronics imports mostly from China, but the FDI-target list is Taiwan/Japan/USA — China is a supply-chain dependency, not a courtship target).
Where a sector isn't among India's top-12 import- or export-growth chapters, that cell says so explicitly rather than leaving it blank or guessing — this is itself informative (e.g. Auto isn't import-growth-dependent; several ground-floor sectors aren't yet export-relevant).
"FDI status" uses the exact verdict labels from the FDI-vs-PLI-launch bulletin — rose / fell / rose_but_confounded for the 6 PLI sectors, and control_sector_fell / control_sector_flat for the 3 no-PLI sectors tracked there as a comparison group (not evidence of a scheme's own effect, since none exists for them).
Traffic-light status is a synthesis judgment, not an official rating — every row's rationale is stated so a reader can disagree with the call using the same evidence.
